This document (hereinafter referred to as the "Agreement") is a public offer and regulates the terms of providing services for the exchange of title units, electronic or digital currencies provided by the Internet service (hereinafter referred to as the "Contractor") to the Customer – a person who has submitted an application for exchange through the platform https://bcexchanger.ru/ (hereinafter referred to as the "Platform").
1.1. This Agreement defines the terms under which the Contractor provides exchange services via the Platform.
1.2. The Platform enables the exchange of electronic currencies both automatically and manually, and provides technical support to Customers.
1.3. The Customer is considered to have accepted the Agreement upon submitting an exchange application and confirming their agreement to all Platform terms.
2.1. The Agreement is concluded between the Contractor and the Customer who submits an application for exchange.
2.2. The Customer may be an individual or a legal entity who accepts this Agreement.
2.3. A title unit refers to a unit of account used in electronic payment systems, with rights defined by the corresponding system.
3.1. The Agreement enters into force when the Customer submits an application on the Platform.
3.2. The Customer must confirm the application within 30 minutes, otherwise it will be automatically canceled.
3.3. The Agreement is considered fulfilled when both parties have met their obligations or it is terminated by either party.
4.1. Process the Customer's application and complete the exchange in accordance with the provided details.
4.2. Modify the terms of this Agreement without prior notice; changes take effect upon publication on the Platform.
4.3. Refuse service or restrict access in the event of rule violations, submission of false information, VPN usage, suspicious origin of funds, or multiple accounts.
4.4. Suspend transactions to conduct AML (Anti-Money Laundering) checks.
4.5. Provide accurate and truthful information necessary for completing the transaction.
4.6. Follow Platform instructions and promptly report any issues.
4.7. Confirm lawful ownership of the funds involved in the exchange.
5.1. The Contractor performs identity verification of the Customer in accordance with AML regulations.
5.2. Additional documents may be requested, including identification and proof of address.
5.3. Transactions may be delayed for up to 14 days during investigation. In some cases, funds may be returned to the sender minus up to 20% for AML verification processing.
6.1. The exchange is initiated only after the Contractor has received the funds.
6.2. If the amount sent differs by more than 10% from the application, the Contractor may cancel the exchange and return the funds minus any applicable fees.
6.3. The Contractor is not liable for funds sent to incorrect or incomplete account details provided by the Customer.
6.4. In the event of technical issues, manual processing may apply during business hours.
7.1. Exchange services are provided on a paid basis; the commission amount is agreed upon at the time of application.
7.2. The commission is charged regardless of transaction outcome and is non-refundable.
8.1. Refunds may be issued in cases involving violations of laws, AML policy, or Platform rules.
8.2. If a transaction cannot be completed due to technical issues, a refund will be made within 24 hours, minus any applicable fees.
8.3. Completed transactions are final and non-refundable.
8.4. Refund requests must be submitted before the transaction is completed.
9.1. The Contractor is not liable for any errors resulting from incorrect details provided by the Customer, or for issues caused by VPN/proxy use.
9.2. The Customer is solely responsible for complying with applicable tax regulations related to transactions conducted through the Platform.
10.1. In the event of force majeure (e.g., natural disasters, internet outages), transaction processing may be delayed. The Contractor is not liable for losses resulting from such circumstances.
11.1. All Customer data is kept confidential and is not shared with third parties except when required by law.
11.2. Data is used solely to execute exchange transactions and comply with AML regulations.
12.1. Claims may be submitted via email using the contact information provided on the Platform.
12.2. The Contractor will review claims within 10 business days. If not resolved, disputes are handled according to the Contractor’s jurisdiction.
13.1. This Agreement is legally binding and has the same effect as a written contract.
13.2. The Platform may update this Agreement at any time without prior notice. Changes take effect upon publication.
13.3. By using the Platform, the Customer confirms full acceptance of the Agreement terms.
